The University’s process to properly classify and pay individual service providers ensures the University’s compliance with U.S. Department of Labor, Internal Revenue Service, and other regulatory requirements related to the treatment of workers. The classification process includes:
- Employment Classification Process
- Payment to Individuals for Human Subject Fees
- Payment for Honoraria
- Limited Engagement
- Procurement, Payment and Reporting of Independent Contractors
All potential individual service providers must go through the classification process, if they have not already done so. To determine if someone should be classified as a regular part-time employee, temporary employee, or independent service provider, please review this matrix. There is also a detailed procedural guide is to provide faculty and staff with a step-by-step process for reviewing, engaging, and paying independent contractors and limited engagement (LE) service providers to ensure compliance with federal, state, and local regulations.
